Ensign John R. Monaghan...

a native of Chawelah, Washington, and a graduate of the U.S. Naval Academy, performed heroically during the retreat of the Allied forces from Samoa in 1899, dying in defense of the retreating forces and his wounded comrade, Lieut. Philip V. Lansdale.
